In an exclusive conversation with NQ, Councillor John Hacking, Manchester City Council\u2019s Executive Member for Skills, Employment, and Leisure, shared his concerns about youth unemployment and outlined the city\u2019s efforts to support young people who are not in education, employment or training (NEETs).<\/p>\n\n\n\n

Cllr. Hacking emphasised the urgency of the issue, and said alongside the initiatives launched by Manchester City Council, more coordinated action is needed to reach young people who are slipping through the cracks.<\/p>\n\n\n\n

A hidden problem<\/h2>\n\n\n\n

\u201cWe\u2019re talking about a group that\u2019s often invisible,\u201d Cllr. Hacking said. \u201cMany of these young people aren\u2019t engaged with any services, and that makes it extremely difficult to support them.\u201d<\/p>\n\n\n\n

A Manchester City Council report<\/a> last year highlighted an increase in the number of NEETs in Manchester, though Cllr. Hacking feared the true number may be higher than the report suggests. \u201cWe simply don\u2019t have a complete picture. The data is fragmented, and that\u2019s part of the problem. If we can\u2019t identify them, how can we help them?\u201d<\/p>\n\n\n\n

Fragmentation and collaboration<\/h2>\n\n\n\n

Cllr. Hacking was candid about the systemic challenges facing the city. \u201cThere are so many partners\u2014local authorities, colleges, DWP, community groups\u2014but we\u2019re not always working in sync,\u201d he said. \u201cEach has a piece of the puzzle, but no one has the whole thing.\u201d<\/p>\n\n\n\n

According to Cllr. Hacking, without a unified approach, successful initiatives risk being isolated rather than scaled. \u201cGood things are happening, no doubt about it. But they\u2019re pockets of success. What we need is system change.\u201d<\/p>\n\n\n\n

The councillor also pointed to the uneven distribution of NEETs across the city, with more deprived areas carrying a disproportionate burden.<\/p>\n\n\n\n

\u201cIn parts of south Manchester, you don\u2019t see high numbers of NEETs. But go to some areas in the north or east, and it\u2019s a very different story,\u201d he explained. \u201cThis isn\u2019t just a citywide issue\u2014it\u2019s a local one, a community one.<\/p>\n\n\n\n

\u201cWe need to tailor our interventions. One-size-fits-all doesn\u2019t work. We need to look at what each area needs and build solutions from the ground up.\u201d<\/p>\n\n\n\n

Building a fairer future<\/h2>\n\n\n\n

Looking ahead, Hacking stressed the importance of impact over activity. \u201cIt\u2019s not enough to say we\u2019ve set up a program or offered a course,\u201d he said. \u201cThe real question is: Did it change someone\u2019s life? Did it help them get a job and stay in it?<\/p>\n\n\n\n

\u201cWe need to get better at asking ourselves: is this working? And if not, why not? Young people deserve more than good intentions\u2014they deserve results.<\/p>\n\n\n\n

\u201cIf we\u2019re serious about tackling youth unemployment, we need to work together. No one organization can fix this on its own.<\/p>\n\n\n\n

\u201cThese young people are not problems to be solved\u2014they\u2019re potential to be unlocked. And it\u2019s on all of us to make sure they don\u2019t get left behind.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"
