{"id":5465,"date":"2021-04-22T18:30:29","date_gmt":"2021-04-22T17:30:29","guid":{"rendered":"http:\/\/wordpress.satellite.mmu.ac.uk\/northernquota-old\/2021\/04\/22\/money-grabbing-bus-lane-camera-drives-mancunian-motorists-mad\/"},"modified":"2021-04-22T18:30:29","modified_gmt":"2021-04-22T17:30:29","slug":"money-grabbing-bus-lane-camera-drives-mancunian-motorists-mad","status":"publish","type":"post","link":"https:\/\/satellite.mmu.ac.uk\/northernquota-old\/money-grabbing-bus-lane-camera-drives-mancunian-motorists-mad\/","title":{"rendered":"The &#8216;money grabbing&#8217; bus lane camera that drives Mancunian motorists mad"},"content":{"rendered":"<p>Manchester drivers are losing patience with a &#8220;money grabbing&#8221;&nbsp;bus lane camera in the popular student living area of Fallowfield.<\/p>\n<p>The Wilmslow Road camera earned Manchester City Council more than \u00a3100,000 in 2020, making it one of the most profitable locations in Manchester after Oxford Road and Portland Street.<\/p>\n<p>Drivers complained&nbsp;about insufficient signage and traffic blocking the view on the bus lane when a driver turns right from Egerton Road onto Wilmslow Road.<\/p>\n<p>Fallowfield resident and public relations student, Tony Madine, 21, said: \u201cI think it\u2019s deceptive. The camera is there to catch people out.\u201d<\/p>\n<p>Tony took to Facebook after he got caught by the camera on Wilmslow Road.<\/p>\n<p>\u201cSince it happened, every time I drive past I see at least one or two people caught,\u201d he said.<\/p>\n<figure class=\"image file-default media-element\"><img loading=\"lazy\" decoding=\"async\" alt=\"Car on Bus Lane\" data-delta=\"1\" data-fid=\"6958\" data-media-element=\"1\" src=\"http:\/\/wordpress.satellite.mmu.ac.uk\/northernquota-old\/wp-content\/uploads\/sites\/437\/2021\/04\/car_on_lane.jpg\" title=\"Car on Bus Lane\" width=\"600\" height=\"400\"><figcaption>This car was photographed twice &#8211; by our reporter from one side, and by the bus lane camera from the other. Image: Victoria Thiele<\/figcaption><\/figure>\n<p>Within hours, Tony\u2019s post in a Manchester students group attracted dozens of comments.<\/p>\n<p>Medical student Marcus Reynolds&nbsp;received eight&nbsp;fines from the&nbsp;camera in his first year at university.<\/p>\n<p>Lawrie Quinnie, who used to live on Wilmslow Road, said she got a ticket every time she tried to drive anywhere near her front door.<\/p>\n<p>Several people have reported failing&nbsp;their driving tests because of the camera.<\/p>\n<p>A driving instructor with&nbsp;the One Week Intensive Course driving school in Fallowfield said: \u201cThere is not enough warning. I got a ticket there. I don\u2019t use that road very much. It\u2019s too late when we turn on it.\u201d<\/p>\n<p>Fines are \u00a330 for early payment, then rising to \u00a360. A freedom of information request revealed that 3,818 penalty charge notices (PCNs) were issued in 2020, amounting to around \u00a3112,000 in fines. This makes Wilmslow Road the only camera outside the city centre yielding a six-figure-revenue.<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/www.google.com\/maps\/d\/u\/0\/embed?mid=1dsG5A-kZ1HD1qxs9JNoGqsKVhS59Nkm5\" width=\"640\" height=\"480\"><\/iframe><\/p>\n<address>Data: Dept for Transport<\/address>\n<p>To Tony, this shows how unfair the camera location is to drivers. He said: \u201cThe amount of traffic that goes through there isn\u2019t comparable to Oxford Road.\u201d<\/p>\n<p>According <a href=\"https:\/\/roadtraffic.dft.gov.uk\/local-authorities\/85\">to road traffic statistics<\/a> from 2019, just under 7,400 cars drive on Wilmslow Road per day, roughly the same number as on the Anson Road section of the A34.<\/p>\n<p>However, the camera on Wilmslow Road creates eight times more revenue than the camera on Anson Road.<\/p>\n<p>Business management student&nbsp;Jade Forster&nbsp;is one of several people who have successfully appealed against the Penalty Charge Notice. Out of the top six most profitable cameras, Wilmslow Road has the highest rate of successful appeals at 83%.<\/p>\n<p>Tony did not appeal when he got fined, saying: \u201cI was in the middle of my assignments, so I wasn\u2019t sure if I could bother going through with a whole complaint process.\u201d<\/p>\n<p>He criticised a lack of information about the option to appeal: \u201cThe only thing it says on the letter you get is what happens if you don\u2019t pay. Image: Victoria Thiele<\/figcaption><\/figure>\n<p>The council said it could not comment on accusations of the camera being \u201cdeceiving\u201d or \u201cmoney-grabbing\u201d because this could impact the outcome of ongoing legal proceedings.<\/p>\n<p>It said: \u201cAll cases will be considered on their individual circumstances and merit and without regard to any financial interest in the penalty or to any decisions that may have been taken at an earlier stage in the proceedings.\u201d<\/p>\n<p>Transport for Greater Manchester said: \u201cIf bus lanes are used illegally they cannot be used for the purpose that they are intended and any delays to a bus is not just a delay to a single vehicle, it is a delay to all passenger using the bus.<\/p>\n<p>\u201cWhen the time of a bus delay is multiplied by the number of passengers, a minor delay can result in significant overall time delays. Therefore it is vital that bus lanes are enforced so that they can operate as intended and prevent unnecessary bus passenger delays.\u201d<\/p>\n<p>According to the council, an additional bus lane is proposed on Bridge Street, and two in Cross Street in the City Centre.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Manchester drivers are losing patience with a &#8220;money grabbing&#8221;&nbsp;bus lane camera in the popular student living area of Fallowfield.
